What's the problem? Describe what went wrong.
If STORE XFB COPIES TO TEXTURE ONLY and IMMEDIATELY PRESENT XFB are disabled, the screen will flicker/wobble (example video added). It appears that on real hardware, the image is still.
What steps will reproduce the problem?
- Disable all hacks and improvements.
- Start Luigi's Mansion (GLMP01).

No.
If the issue isn't present in the latest stable version, which is the first broken version? (You can find the first broken version by bisecting. Windows users can use the tool https://forums.dolphin-emu.org/Thread-green-notice-development-thread-unofficial-dolphin-bisection-tool-for-finding-broken-builds and anyone who is building Dolphin on their own can use git bisect.)

If you have Force Progressive disabled (which isn't in the GUI) then this is expected. Dolphin doesn't do anything with interlaced output and it'll jutter like this.
The only mode that handles interlaced output is the combination you described. I'm guessing the ForceProgressive hack is disabled.
