Before I restarted my computer for an update that took almost 2 hours, vulkan worked just fine. After the update, it crashes

It's very likely that Windows uninstalled your vendor's graphics drivers. It does this on major updates.
Regardless this is more something for forum support than the issue tracker as the issue has nothing to do with Dolphin.
