I primarily tested on Wii Party for this. However, this problem also seems to affect other Wii games I tested, and I suspect it affects most if not all Wii games.

SUPJ01 works best for demonstrating this problem - however, SUPE01 or SUPP01 should also be sufficient.

What's the problem? Describe what went wrong.
When starting up a Wii game by selecting the "Start Recording Input" option on versions of Dolphin 5.0-5114 or newer, rather than loading the game in the System Language selected in the configuration settings, the game will instead be forced to use English if possible (even if using English is unintended behaviour for the game/version in question). This does not occur when simply booting up the game normally, nor does it occur if the game has no English localisation whatsoever (for example, the Korean version of Wii Party is unaffected by this issue), nor does it occur for GameCube games.
What steps will reproduce the problem?
- Go to Config, select the Wii tab, and set the System Language to Japanese if using SUPJ01. (If using SUPE01 or SUPP01, you can select French or Spanish instead.)
- If using versions of Dolphin that are 5.0-10866 or newer, select the General tab, and make sure that Allow Mismatched Region Settings is turned off.
- Select the relevant version of Wii Party from the game list, go to the Movie tab, and select Start Recording Input.
- Upon booting up, the game will proceed to boot up in English rather than using the System Language set in Config. This issue is most pronounced in the Japanese version of the game, which is normally unable to boot up in English - the game will primarily end up using a heavily unfinished English localisation left over on the disc.
- In older builds of Dolphin, the System Language will have now changed to English as well - however, this does not happen in the latest development version.
Is the issue present in the latest development version? For future reference, please also write down the version number of the latest development version.
Yes - as of writing, the latest development version is 5.0-15975.
Is the issue present in the latest stable version?
No - as of writing, the latest stable version is 5.0.
If the issue isn't present in the latest stable version, which is the first broken version? (You can find the first broken version by bisecting. Windows users can use the tool https://forums.dolphin-emu.org/Thread-green-notice-development-thread-unofficial-dolphin-bisection-tool-for-finding-broken-builds and anyone who is building Dolphin on their own can use git bisect.)
5.0-5114 is the first version to feature this bug - 5.0-5108 does not suffer from the issue.
