[Feature Request] Customizable currently hardcoded hotkeys

Description
Hello, Dolphin has a great amount of keyboard shortcuts, and most of them are customizable.
But there are a few that are still hardcoded (All of them, regarding the game list):
What steps will reproduce the problem?
Perform the following keyboard shortcuts:
- Ctrl+O: Open file dialog
(This one is apparently different to the 'Open' entry already present on the Hotkey Settings -> General tab. Since 'This' Ctrl+O will trigger the Open file dialog regardless if the 'Open' entry in the Hotkey Settings is left blank.
- Ctrl+F: Search
- Home & End and PageUp & Page Down (Recently added in PR 10683): These move the game list to the top and bottom results.
If it were not much to ask, I would like to humbly request these hotkeys to be (if possible) customizable, and hopefully, included in a 'Game list' tab inside Hotkey Settings.
Thank you very much for making Dolphin such an awesome piece of software.
