Dolphin wont start on 5.0-19435 and later

What's the problem? Describe what went wrong.
When opening Dolphin, I receive an error reading:
This application failed to start because no Qt platform plugin could be initialized. Reinstalling the application may fix this problem
Available platform plugins are: direct2d, minimal, offscreen, windows.
What steps will reproduce the problem?
Opening the program on versions 5.0-19435 and later
Is the issue present in the latest development version? For future reference, please also write down the version number of the latest development version.
Yes, 5.0-19918
Is the issue present in the latest stable version?
Yes, 5.0-19870
If the issue isn't present in the latest stable version, which is the first broken version? (You can find the first broken version by bisecting. Windows users can use the tool https://forums.dolphin-emu.org/Thread-green-notice-development-thread-unofficial-dolphin-bisection-tool-for-finding-broken-builds and anyone who is building Dolphin on their own can use git bisect.)

(This is all according to Steam System information, since that seems to give me the most info)
Model: HP Pavilion Gaming Laptop 15-ec1xxx
CPU: AMD Ryzen 5 4600H with Radeon Graphics
Video Card: NVIDIA GeForce GTX 1650
OS: Windows 10 (64 bit)
RAM: 7541 Mb
Is there anything else that can help developers narrow down the issue? (e.g. logs, screenshots,
configuration files, savefiles, savestates)

Just a bit of extra info, the windows 10 version is 22H2 (OS Build 19045.3324)

Ah its fixed! my apologies, it seems like the issue was caused by me overwriting my install rather than installing cleanly, CasualPokePlayer on the discord was helping me try to fix it and they figured out what the problem was after I had already submitted the report.
