What's the problem? Describe what went wrong.

The game slows down in certain areas of the game, however, unlike a traditional slowdown, audio still plays at normal speed, and VPS reports itself as ~60FPS. On real hardware, this slowdown is not present.

What steps will reproduce the problem?

The very beginning of stage 2-1 has very noticeable slowdown when you start the stage, however, this issue is most noticeable during the Crawfish Seemer fight in stage 2-1 where the FPS goes from 30 to ~24. It is present earlier in the stage as well at certain points. Increasing the percentage of the emulated CPU does alleviate this issue.

I don't know if it's relevant, but I've attached a fifo log of three frames during the fight with the Crawfish Seemer.

Dolphin's modeling of how long CPU instructions take to execute is known to be inaccurate. Usually this manifests as the emulated system being able to finish its work faster than a real system, but in the cases of video decoding and N64 emulation specifically, the opposite happens. For now, increasing the emulated CPU clock is a good workaround.
