Please stop resetting BT paired devices when launching dolphin. This affects usability of Wiimotes on Windows. And it´s not needed anymore on W10, W11.

Just launch dolphin and a reset to BT devices is performed.

This affectsdolphin wiimotes usability on Windows. Linux is not affected.

If by any readon is still needed, please and an option to disable/enable that. Or help me with which code lines to change.
