What steps will reproduce the problem?

1. plug in/turn on 360 controller
2. lanch Dolphin (SVN 730)
3. load game w/ default [pad] settings

What is the expected output? What do you see instead?
expected the controller to automaticaly be set up (controler 0 or 1) had to
manually set up the controller options from the default settings.

What version of the product are you using? On what operating system?
SVN 730

Please provide any additional information below.
in previous versions of the plugin when a controller was attached/plugged
in it would automatically be the first controler. it now has to be
automatically set. its slightly annoying but completely fixable at the user
end, just took me a second to realize that was the problem.
