If you remove "Nintendo RVL-CNT-01" in Devices and Printers GUI you can
pair wiimote, but this work should be made by Dolphin.

Dolphin ALWAYS removes the driver before it readds it. The problem is that u cant
pair up the same (half)active wiimote twice as long dolphin is still running, means u
need to close dolphin again when it failed and restart dolphin. The pair up should
work then.
It's annoying but is an known issue, caused by wiiuse.
It works best, if u don't have your bluetooth radio enabled until you started Dolphin.
Means, first start dolphin, go into the wiimote dialog, then start your bluetooth
radio and then hitting 1+2 and then pressing the pair up button.

You can try this dll if u want to.

This dll should allow u to re-pair the wiimote as often u want (still one/two other
bugs in it, its just a proof of concept anyways)
wiiuse.dll x64

- Status changed from New to Fixed
Should be fixed since r5313, if u still encounter problems, just do this:
Start dolphin first, then go into the wiimote dialog and now plug in your bluetooth
device resp. turn on your bluetooth radio. Now your free to go and do the pair up.
