Wii balance board can only connedc to wiimote slot 1

What steps will reproduce the problem?
1.Connect a wii balance board (I used Windows 7 bluetooth stack)
2.Open Dolphin and wiimote config. It should say "1 real wiimote
connected", also the balance board light should not blink.
3.Select "real wiimote" for one of the wiimote slots.
4.Close wiimote configuration.

What is the expected output? What do you see instead?
If you set slot 1 to "real wiimote", the board will stay connected. If you
set any other slot to "real wiimote", (and slot 1 to emulated wiimote) the
board will shut down. Doing this with a normal wiimote does work.

What version of the product are you using? On what operating system?
r5271 x64
Core2Duo E8400 3,0 Ghz; 4Gb RAM; NVIDIA GeForce GTX 260; Windows 7 x64

Please provide any additional information below.
No games uses wiimote slot 1 for the balance board, so though this suceeds,
it's useless.

The balance board's ID is "Nintendo RVL-WBC-01", unlike wiimotes which are
"Nintendo RVL-CNT-01", if this helps.

Update:
If you connect a real wiimote to slot 1, and the balance board to slot 2, the wiimote
stays on after you close the wiimote config, but the balance board shuts off still
