What steps will reproduce the problem?
1.Run metroid prime 3

What is the expected output? What do you see instead?
The emulator quickly spams with "Somebody forgot to unlock PPC reg X", X standing for a number between 0 and 6.

Dolphin version with the problem? Other Dolphin version without the
problem?
Appeared somwhere between 6044 and 6054.

32-bit or 64-bit and any other build parameters?
64bit

OS version and versions of tools/libraries used?
win 7

Please provide any additional information below.
A new issue was introduced with objects scanning (see 2941)
Game progress is locked at 37% because of a hang (see 2973)
It is now totally unplayable.
