What steps will reproduce the problem?
- Start a gamecube without skipping the gamecube bios (Make sure the game is USA/BIOS)
What is the expected output? What do you see instead?
The sound is a constant screech
Dolphin version with the problem? Other Dolphin version without the
problem?

32-bit or 64-bit and any other build parameters?

I forgot to mention that it works in PAL, is broken in JAP, and PAL's screen shakes.

It also is broken with the LLE plugin, although that is almost not worth mentioning since the LLE plugin seems to have serious stability issues anyway.

under HLE both jap/usa are not working correctly because PB structure is different
than ipl pal (or any other zelda type ucode) ex. pb.format is at 0x440 instead of 0x480, etc...
under LLE they all work okayish (interpreter, nonthread mode, video framelimiter=auto), or atleast they did work ok, because LLE has serious regression since couple hundred revisions (when audio throttle for zelda/hle was fixed)

Sounds great with LLE plugin now (r6543), it's a smidge crackly but loads better than the constant screech of the HLE plugin.
Now if only it weren't for issue 3583 I'd always boot from the IPL.

All versions of IPL works without any sound issue on r6731 and LLE plugin.
