What's the problem?in the menu the water is white and then when you start the game there are lines like you see in the screen shots

i can never get 60 frames with this game its stays at 30fps even with SPEED 100%

I forgot one thing if you click load native mipmaps the water look normal but the lines still appear but if you change the resolution higher than 640 x 480 like 1024 x 768 the lines don't appear; That is weird i put 2 more screen shots

what is your setting for efb scaling? it should be "integral".
I just tried the game now and I'm not seeing these problems.

transition effects problems happen with DX plugin even with integral resolution.
This doesn't happen instead with OpenGL plugin (excepet if you change internal resolution).
If you want to resolve this issue with DX plugin also, actually you must set window resolution to 640 x 480... or change internal resolution (1x, 2x).

white water is because you have set anisotrpic to 16x (this game doesn't request this higher multiplier, so this isn't an issue, is invalid. Even higher AA can corrupt water.
