Description

How to reproduce (problem may exist on other language or even when choosing French UI instead of "system language"):

  1. extract dolphin 7z (clean install)
  2. launch dolphin on a french windows
  3. clic on GC Pad and configure 2 GC controller and close
  4. clic on Config and affect "Standard Controller" on port 1 and port 2 and close
  5. clic again on Config, port 2 says "none". (and games won't see second controller)

Workaround :
Change Dolphin UI to English
Restart Dolphin, now the GC pad ports are saved.
