I also have been suffering the same issue as well. I tried to redump the game but it didn't solve the problem. Even compressing the file but it did not solve the problem either. I used dolphin 3.0-714-dirty with Windows 7 Ultimate 64 bit with an Intel Core i7-2670QM CPU @ 2.20GHz, 8GB of RAM, and Nividia GeForce GT 540M.

Solved the problem by checking Speed Up Disc Transfer Rate in the game settings under GameConfig.

How do you change that setting? I have the same problem but I can't find any GameConfig, just Config and it's not under there.

Right-click the game > Properties.

Any settings that severely break some games and fix others are in the game-specific properties; when it's reasonable to allow less-savvy users to mess with a setting, the setting also gets a global default option in the normal settings for them. At least, that's how I interpret Dolphin's odd organization of settings.
