Sonic Adventure 2 Battle slow between v2 and latest

Description
What's the problem?
After a long time, i started playing SA3b Again, and it can't reach full speed, but on v2.0 it got over 120fps.
Dolphin version with the problem :
after 2.0, before r6980

Operating system and version:
32-bit or 64-bit
my config :
Amd Phenom 8750 triple core processor
Ati HD 4671 512mb DDR3
4.00 GB RAM 1066mhz

This isn't actually a bug, if you turn off the framelimiter you can actually get 200+ FPS in some places (not that you'd want to). If progressive scan is enabled, many areas are set to jump from 60 FPS down to 30 (then back up to 60 within a span of a few seconds), which makes it seem slower.

Please determine the exact revision where the slowdown occurred for someone to act on this issue. The emulator may become slower in some circumstances as emulation accuracy increases.
