closedframelimiter does not work properly when activated Vbeam option

Description
What steps will reproduce the problem?
1.Set a game like Sonic Colours with activated Vbeam option and automatic framelimiter activated
2.Play the game
What is the expected output? What do you see instead?
The videos of the game should be limited to 60 fps and 30 fps playing it but in gameplay the fps are not limited since framelimiter does not work with Vbeam option activated
Dolphin version with the problem? Other Dolphin version without the
problem?
Since BVeam has emerged (sorry for my English)
32-bit or 64-bit and any other build parameters?
Dolphin x64 6899 , dolphin x64 7114
OS version and versions of tools/libraries used?
Windows XP 64 bits

With accurate Vbeam emulation activated, in Sonic Colours I have no problems of framelimiting: 60 fps cap in videos and 30 fps cap in game (r7120 - 32 bit WinXP)

I tried with DX9 plugin, without Vsync...

Of course framelimiter isn't working properly with VBeam option, because it's a HACK option, some games like it other not and suffering with framelimiter issues
This issue is invalid
