Huge slowdown in Batman the Brave and the Bold (caused by r7328)

What's the problem?
Play the Wii game Batman the Brave and the Bold and see that the in-game speed is no more 100% but it stays at around 75% (happens with Dx9 and OpenGL as well).
Dolphin version with the problem (as it appears in the title bar, Ex.: "R
4779" or "R 6403M"):
r7328 and later
(optional) Dolphin version that does not have the problem:
r7327 and before
Operating system and version:
32-bit or 64-bit:
Windows XP SP3 32bit, e8400, hd4850, both Dx9 and OpenGL

Was the ISO a plain dump from disc, compressed and/or scrubbed?

Please provide any additional information below.
Now in this game even in the usual Wiimote explanation screen and the title screen, the speed is at 90% and no more at 100%. Then when you go in-game it is almost 75% while it was full 100% before r7328.
Don't know yet if there are other games that are affected by this problem as well...

Yes I have tried a different game now called Donkey Kong Country Returns on my emulator Dolphin Dolphin r7335 and it is totally sick drawn.
I do not even booted up the Batman game that I managed to get up earlier. The game only crashes in the intro.

Unfortunately this issue affects FRAGILE DREAMS (R2GEXJ) as well - game was 30 fps (100% speed) in menu and now is 23 fps (76%) and in-game I had 25 fps (83%) while now it's 20 fps (66%).

Tried r7365 and the speed in these two games has completely come back, so I think this issue is now fixed.
