When switching to fullscreen on see magnified top left corner

What's the problem?
Fullscreen Display Resolution is set to 1280x720 (TV native 1920x1080). When I launch the emulator (in fullscreen) I only see the top left corner filling the whole screen (see attached screenshot)... If I switch my desktop resolution to 1280x720 before launch the whole screen is displayed correctly
Dolphin version with the problem (as it appears in the title bar, Ex.: "R
4779" or "R 6403M"): R7399
(optional) Dolphin version that does not have the problem:
Operating system and version:
32-bit or 64-bit: Windows 7 64-bit SP1
Game ID (as it appears in game properties, Ex.: "GZ2P01" or "RSBE01"): SMNP01
Build command-line (not on Windows):
Was the ISO a plain dump from disc, compressed and/or scrubbed?

SoulCalibur2 has similar problem.
I tested revisions with SC2.
r7384 does not have such a problem but r7389 has that problem.
One of r7385~7389 caused that problem.

Tried a few more revisions..... this happened in R7388 and has continued since

Same here.. For example.. R7335 doesn't do that.. R7381 and greater builds have the problem..

Thats odd.... I tried R7387 and that was fine....seemed to happen in R7388 for me....weird
