Mixed Wiimotes, real and emulated does not work properly, order keeps changing

What's the problem?
Today we used 3 real Wiimotes and one USB Gamepad to Play New Super Mario Bros. When restarting the game the order of the Wiimotes (see LEDs on the Wiimotes) changed several times and sometimes we where only able to play with 3 Players. Sometimes even two Wiimotes showed that they were connected as Player one.
USB Pad was connected as Emulated Wiimote 4

My suggestion there should be a clear one to one mapping between controllers(MAC address/USB ID) and the port that it is connected to.

Was the ISO a plain dump from disc, compressed and/or scrubbed?

I advise you to read issue 4013 and issue 4436 (and comments with similar bug)
I think your issue is simply a mix of both ;)
