What's the problem?
on r7612 it worked with 60 fps with all games and the gpu every time i played went on 3D mode (higher performance). now on newer revs my gpu doesn't go on 3D mode no more so i've only 30/40 fps on games.

i get performance mode on gpu only if i select opengl but that render method is slower than the directx one (even if my gpu goes on 3D mode i've 50 fps)

what's the 3D game mode ? You aren't on 2D mode. I have a HD 4890 and i don't have this problem whatever the release of dolphin or graphic's plug-in or amd catalyst

i've a hd 4870x2 and it has 2 gpus. when amd catalyst doesn't recognize any game opened in full screen the video card sets its frequencies to low performance mode (or 2D mode) to keep it cooler with the fan at low speed.
with r7612 if i open a game amd catalyst can recognize it as a game in full screen and so it raises the frequencies of the video card to high performance mode and i can run every game at full speed.
this doesn't happen with newer revs like r7668. amd catalyst doesn't recognize emulated games like full screen games and so it keeps the video card to lower frequencies and i can't play games in full speed

take it up with AMD, the drivers are at fault (and the problem is not limited to emulators)

multi-GPU solutions of AMD like nVidia are again very joung

as danialho's post, the driver isn't perfect
