Monopoly Streets is not playable after loading screen [not broken on 2.0]

Description

If you load Monopoly Streets in 3.0 or later, it doesn't play past the loading screen when you start a game.

2) What is the expected output? What do you see instead?
In Dolphin 2.0, the game plays as it should (though your character is invisible)
In the current revision and the stable 3.0, after you start a game,
the game load and freezes at 0 FPS 60 VPS. The audio continues but is slowed down immensely. It seems the game response in audio (though delayed) when a button is pressed.

3) Did the game ever work correctly (i.e. not have this problem) on an
earlier version of dolphin? Please specify the exact revision when the
problem began.

4) What steps will reproduce the problem?

  1. Load Monopoly streets in 3.0 or later
  2. Start any type of game of monopoly
  3. Wait during the loading screen
  4. The freeze will occur at the end of the loading screen.

5) What version of dolphin are you using (32bit/64bit along with the
version as it appears in the title bar, etc)?
I've tried 3.0 and 3.0-305 and the error occurs.
The error does not occur on 2.0

6) Please provide any additional information below.
The game on 2.0 also does not show your own character but shows the others. It is invisible. I think it may be reported in another issue (Issue 4065) but I'm not sure, because the versions may be different.

The disk is NTSC not PAL
