Brawl does not unlock certain secrets correctly (at all)

2) What is the expected output? What do you see instead?
I have had experiences with music not unlocking but I can't be specific on that. The extra parts in the stage builder, however, do not unlock whatsoever.
- Did the game ever work correctly on an earlier version of dolphin?
Not sure
4) What steps will reproduce the problem?
1.Start Brawl with new save
2.Build stage in Stage Builder
3.Play Stage through 10 times to unlock Edit Parts A
4.???
5.Profit
Alternatively,
1.Start Brawl with new save
2.Build and save 5 new and unique stages in Stage Builder
3.No unlock for Edit Parts B
5) What version of dolphin are you using (32bit/64bit along with the
version as it appears in the title bar, etc)?
64bit Dolphin, revision 3.0-374 or 2d6d73df95ff064f43260570f3f6487d55385585

try again and make sure not to skip any numbers when counting? :p
any special config, cheat codes etc?

Strange. Seems to have worked a second time around with a new save. I wonder what the problem was. I had previously used an unlock everything cheat. Maybe the cheat caused a bug in my save?
