Slow down/broken audio in the beginning of resident evil 3

Have you searched the issue tracker for a similar issue?
This game used to have worse audio, builds after the fifo-bp merge fixed the audio except for the beginning of this game.
This might be related to issue 5825, but i'm not sure.

What went wrong?
In a slower machine, Game slows down starting from the first scene to the factory scene. In a fast machine, audio is choppy in the scenes described.

What did you expect to happen?
It should run at full speed without audio glitch.

What steps will reproduce the problem?
Start the game with default settings

What version of Dolphin were you using?
3.5-1068

64 or 32 bit Dolphin?
64 bit

What version of Dolphin used to work?
None, I tracked back to 3.0-790, official 3.0 build has a memory card detect bug that doesn't let me test

What Operating System were you using and what are your hardware
specifications?
Slow machine spec: core 2 duo E8300 2.83GHz, 3GB DDR2-800, AMD 5770
Fast machine spec: i5-3570 3.4GHz, 8GB DDR3-1600, AMD 5770

64 or 32 bit Operating system?
64 bit

The audio should not be choppy on a fast machine anymore.
If the audio breaks because the machine is slow, the reason is because the machine is slow.
The OpenAL backend timestretches the audio to minimise crackling.
