Cannot control cheats for game not in game list

What's the problem? Describe what went wrong in few words.
The cheats GUI can only be accessed by right-clicking the game in the game list (actually all games with the same ID share the same cheat list). When rendering in main window or playing an ISO not in the main list, you cannot change which cheats are selected.
What did you expect to happen instead?
A way to change selected cheats.
What steps will reproduce the problem?
- (irrelevant) Enable cheats globally.
- Open an ISO not in the game list.
- Attempt to select or deselect cheats

Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.

I honestly have no idea how to handle this GUI issue. I'll ping around and see if anyone has any thoughts about it.
