Open GL 4.4 support for Android Shield Tablet

Description

Because Android Shield Tablet supports the full version of Open GL 4.4, there should be a option under the Video Backend settings for Open GL, but I only have software and Open GL ES 3.0 options, therefore I am only getting about 10 fps. I tested Super Mario Sunshine & Zelda Twilight Princess.

Could you please add support for Open GL 4.4 (Nvidia will soon be updating the Shield Tablet to support Open GL 4.5 as well)

From a quick glance, it seems that the "OpenGL ES 3" renderer will try to use full OpenGL if available: https://github.com/dolphin-emu/dolphin/blob/master/Source/Core/DolphinWX/GLInterface/EGL.cpp#L72 If it is able to use full OpenGL, Settings->About should show "OpenGL" as one of the tabs instead of "GLES 3".

Changed the setting to say "OpenGL" or "OpenGL ES" depending on what mode it'll be running in.
