What is the expected output? What do you see instead?
Expected to see full video. Instead you get a black screen. Though if

choose character selection sounds on menus - and even hear the fighting
once you get into the game.
What version of the product are you using? On what operating system?
Using Dolphin R2785, Vista x64

this game works, get the OGL plugin of revision 2560 from ngemu dolphin discussion
area in one of the tatsunoko topics from shogun nihon , then use projection hack 945
and use safe texture cache in gfx config, set the throttle to off, Optimize
quantizers ON and dual core ON , and there u go...heres a video to prove it works

I know the title says 1560 , but i screwed up and forgot to add 2560

That's great that it works in 2560... But Since it is broken currently in OGL I
reported it. I don't want to create a frankeninstall of Dolphin just to run a game.
Thank you for reporting what it needs to get it working..maybe the devs can figure
out what got broken.

When I play PSO EP3, OpenGL 2.1 incompatible driver results in black screen at R2767
and texture glitches at R2531. So I use OpenGL 2.1 compatible driver instead and
solve the problem.
You may want to examine graphics card's driver by OpenGL Extensions Viewer 3.xx.

The new SMG Projection Hack + Safe Texture Cache fixes the above issue but creates
an issue where the intro cinematic no longer displays.
