Exactly what it says on the tin. This would be really useful for certain programs wanting to control Dolphin's volume via the keyboard without doing some nasty Windows Core Audio API boilerplate.

Also, convenience of somebody wanting to use the keyboard entirely without switching to the mouse and going to the lower right hand corner to adjust the volume.. really an ergonomics and user-friendly issue.

We might as well add hotkey options to raise and lower volume while we are at it.
