Drop down not functioning after initial emulation

Description
What's the problem? Describe what went wrong in few words.
During and after emulation the drop down menus within the dolphin interface are broken (scroll wheel works as normal).
What did you expect to happen instead?
function as normal.
What steps will reproduce the problem?
Run any game, then modify any configuration that uses a drop down menu (even after stopping emulation the issue will still persist).
Which versions of Dolphin did you test on?
4.0-5888
4.0-5893 (issue was introduced in this version)
4.0-5899
Does using an older version of Dolphin solve your issue? If yes, which
versions of Dolphin used to work?

What are your PC specifications? (including, but not limited to: Operating
