idk exactly what is going on but i assume it may be related with disable fog option - (option not working anymore because of some problem?)

What did you expect to happen instead?
i just want to know what is the problem or this like happened someone else

Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.
Which versions of Dolphin did you test on?
it's not dolphin emulators itself at least i think so

Does using an older version of Dolphin solve your issue? If yes, which
versions of Dolphin used to work?

What are your PC specifications? (including, but not limited to: Operating
System, CPU and GPU)
intel i5 3550 3.3ghz , windforce gtx 770 2gb o.c , ddr 3 8gb ram , ssd 120gb

Is there any other relevant information? (e.g. logs, screenshots,
configuration files)

i reinstalled windows several times but not fixed
till i updated graphic driver, everything was fine

and sorry for writing issue like this i dont expect solution but want to know what is the problem

tested windows versions are both 8.1 64bit pro k and 10 64bit pro k

Yeah, we'd need a GFX person to debug. If it's not fixed in the next driver update, we'll have to investigate.

Also getting this on w7 64bit dolphin 4.0.2
rolling back driver and hope its fixed

No issues on latest drivers for me.

If NVIDIA does something that breaks performance temporarily, they usually fix it in the next driver version.
