I honestly don't know if this is even possible on Redmine, but the issue template did help new bug reporters provide the appropriate information. And an easy way for us to tell morons - they usually didn't fill it out!

Looks like this this is only done via plugin (http://www.redmine.org/plugins/issue_templates) official demo site is down but the author has an install here: http://www.r-labs.org/projects/issue-template/issue_templates . Should help to make issue reporting more consistent and helpful.
