Description

Game: Tested on Smash Bros Melee. (But I suspect it's not limited to that)

Description: Dolphin periodically processes button inputs a frame late. For games that require frame perfect timing like Melee, this causes big issues.

dolphin version: built from source on Linux: 3ff56aa192f952cb6ad2e9c662d4a368efd21e6f

PC specs: Ubuntu 15.10, AMD 6770, radeon drivers

In particular, notice how regularly it occurs. Fox jumps exactly six times each instance. During that window, EVERY button input is processed a frame late.
