Gotcha Force Volume Controls have little effect

Game Name? Gotcha Force, GG4E08 (MD5 516afcc0f06cd391f12194f46b2ffbb4)

What's the problem? Describe what went wrong.

Gotcha Force has volume controls for BGM, SE, and Voice in the options menu, but they don't seem to do anything in Dolphin.
Upon further testing it seems they may have a very, very small effect. It's difficult to tell because the effect is so small. However, on actual hardware, they have a very large effect.

What steps will reproduce the problem?

  1. Launch game
  2. Select "OPTIONS" from the main menu
  3. Adjust volume controls to minimum value, or any value
  4. Exit menu, launch a match in Challenge or Story mode
  5. Notice game is still extremely loud! ( ;∀;)

Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?

Tested on 4.0-9475, 5.0 release, and 5.0-116. I do not know if it ever worked.

What are your PC specifications? (CPU, GPU, Operating System, more)

Core i7-4790K, R9 290X, Windows 10 Enterprise LTSB x64 (like Pro), 4x8GB DDR3-1866, Realtek HD Audio, Killer e2200 NIC

Is there any other relevant information? (e.g. logs, screenshots, configuration files)

I asked in IRC and phire suggested me to try with LLE audio, which I did, and which did not fix the problem.

The game does this on console as well. They do absolutely nothing to the music, and very little to anything else.

Edit: Music is SLIGHTLY effected. Dolphin seems to act the same. I'm using a capture card over my PC speakers, so, I think maybe it acts different on a T.V.?
