Dolphin temporarily hangs on startup if interface language isn't system default

Description

What's the problem? Describe what went wrong.

Dolphin hangs for a good 15-20 seconds if the language is not the system default; in my case, Portuguese (Brazil). I prefer to set the interface to English, because the most help I can get when searching for game configs, or even ini edits, are in English. Not that the Brazilian Portuguese Dolphin community is bad, but information in English is vaster.

After that time the game list shows up normally.

What steps will reproduce the problem?

1-Start a fresh Dolphin setup
2-Change interface language to anything but the system default
3-Restart Dolphin

Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?

It's been a while since I got to play in Dolphin, so I downloaded the latest build (5.0-383 as of time of writing), but I tracked that this bug started on 5.0-211 (Externals: Update wxWidgets to 3.1.0, as the build description). On 5.0-206 (5.0-209 has no download link for me) it doesn't happen.

What are your PC specifications? (CPU, GPU, Operating System, more)

Windows 8.1 Pro 64 bit
AMD Athlon II x2 240 2.8Ghz
5GB RAM
NVIDIA GeForce 9600GT 1GB

Is there any other relevant information? (e.g. logs, screenshots,
configuration files)

I don't have other languages installed right now to test if that language won't hang on Dolphin, but I could try downloading if deemed necessary.

I tested this using 5.0-383 (from https://dolphin-emu.org/download/), and Dolphin started at a normal speed, a lot faster than 15-20 seconds. My system language is Swedish, and I tried setting Dolphin to English, Swedish, Norwegian, Portuguese (Brazil), and system language. I'm using Windows 7.

Tested on same 5.0-383, removed Dolphin profile directory after changing to Portuguese (Brazil), loaded instantly.

On this video, I show what happens. I had version 5.0-383 configured with my game list, set to my OS default language (Portuguese - Brazil). I can open and close Dolphin many times and the game list will show up almost immediately. But after I change the interface language to English, it hangs where you can see. Than, I deleted the Dolphin Emulator profile folder, downloaded the latest build, and also changed the language to English. Same thing happens, it takes a while to show the message that there's no games, and I can't click anything either, or the windows message that the program hanged will show up.

I've changed the language and Dolphin starts normally. Can it be a problem with the Global User Directory? Try with a portable Dolphin (create a portable.txt file in the Dolphin.exe folder) and see if the problem still happens.

Huh, I didn't know about the portable thing, much better than having to make backups or clean the profile folder every time I download a new build XD. But sadly, it still hangs for me. All I can say about my Windows version, is that it hasn't been updated since April I guess. I didn't want any Windows 10 nagware. But I don't think it's related to Windows updates, is it?
