What's the problem? Describe what went wrong.

With the Vulkan renderer, can cause reproducible framerate drops below 30FPS. Doing the exact same thing in the OpenGL renderer does not cause drops.

What steps will reproduce the problem?

Load up a save past the incredibly long intro cinematic. Hit Y to bring the camera closer, shoot water erratically in the air to cover screen space. Stutters frequently the longer the water spray has been going on (seems to get worse near the end of the spray).

Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?

i7 3930k @ 4GHz
Nvidia GTX 1080 w/ 375.20 drivers
Running 2560x1440 with vsync enabled in Dolphin on a gsync display.
