WX shows the Japan flag for all games when no columns are enabled

Description
What's the problem? Describe what went wrong.
When you disable all the columns in the UI, the flag of Japan appears for every game, even when I have no Japanese games
What steps will reproduce the problem?
- Open Dolphin.exe
- Uncheck everything in View -> Select Columns
- Witness confusion
Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?
Version 5.0-3447 and later have the bug. This is because you couldn't uncheck the title column before.
What are your PC specifications? (CPU, GPU, Operating System, more)
Windows 10 version 1607
4K monitor set to 200% scaling
Is there any other relevant information? (e.g. logs, screenshots,
configuration files)

Actually, this is a duplicate of issue 10256, but this issue doesn't require any scrolling in order for the bug to appear. Sorry, but that issue didn't show up in my original search for duplicates.
