What's the problem? Describe what went wrong.
Disabling Dolphin's framelimiter (i. e. fast-forwarding) no longer has any effect on emulation.
What steps will reproduce the problem?
- Launch any game
- Attempt to fast-forward using any in-emulator method (default hotkey is Tab)
It is important to make sure the bug hasn't already been fixed. Please tell us what the latest version you've verified the bug on.
Verified on current master (5.0-5207 at time of writing)

Yes, the bug presents in 5.0.

Make sure that vsync isn't enabled, either in Dolphin or in the graphics driver.

Tried disabling vsync in both Dolphin and the NVIDIA Control Panel; the issue still persists.

You can write this off as invalid — it turns out I screwed up while implementing a workaround for an issue with mGBA (https://github.com/mgba-emu/mgba/issues/827), and it was being applied to Dolphin as well by mistake. Fixing the profile so it only applied to mGBA resolved the issue.
