What's the problem? Describe what went wrong.

"Scrubbin' Sirena Beach" was broken again in Dolphin 5.0-5733.
Countdown does not stop when the shore is cleaned.

What steps will reproduce the problem?

Go to Sirena Beach, select Story 6, clean the beach as instructed.
The countdown will not stop with a recent development build of Dolphin (5681, not confirmed if this is the first version).

"Store EFB Copies to Texture Only" and "Skip EFB Access from CPU" disabled as required.

This issue does not exist in the stable release.

Is the issue present in the latest stable version?

No. The latest stable build will complete the level as intended.
But there is one suspected behaviour that might have led to this issue, since the stable build reported to have forced settings based on the game ini file.

If the issue isn't present in the latest stable version, which is the first broken version? (You can find the first broken version by bisecting. Windows users can use the tool https://forums.dolphin-emu.org/Thread-green-notice-development-thread-unofficial-dolphin-bisection-tool-for-finding-broken-builds and anyone who is building Dolphin on their own can use git bisect.)

The beach was cleaned as with this screenshot, but the countdown doesn't stop.
I've uploaded two save states, before the countdown and after cleaning down below.

What are your PC specifications? (CPU, GPU, Operating System, more)

Find the first version that stopped working by bisecting. I'll investigate after I'm done binging on Odyssey.

Working fine on -5733 here with EU version. Dunno about JP.
