This has been an issue scene the beginning of time of Wii remote TAS input.

Whenever you to tas input (wiimote) while recording input, the IR wont show on screen. No matter what you put in the TAS input window, there is no existing IR (Like if you where pointing the wii remote opposite to the sensor bar)

There is a simple fix that works for some games which is putting an extension. But When the game says remove the extensions, you cant TAS the game properly.

Every single dolphin version has this issue, and ive tried it on 3 different computers.

The biggest example for a game would be Big Brain Academy Wii.
