When starting up Rolling Thunder, the picture will become garbled for a few frames, and then goes back to normal right afterwards.

Mash start until you're at game select, choose Rolling Thunder, see garbled graphics for a few frames while starting.

Is the issue present in the latest stable version?
Yes, it happens in 5.0. It's been happening since at least 4.0-4867, I remember it back then as well.
If your issue is a graphical issue, please attach screenshots and record a three frame fifolog of the issue if possible. Screenshots showing what it is supposed to look like from either console or older builds of Dolphin will help too. I attached a fifolog. I had to make it 8 frames in order to actually time it right to catch the transition from the black loading screen to the garbled frames, I hope this isn't a problem. Here's a screenshot of how the fifolog looks for me: https://i.gyazo.com/f1ffcfac00b89148988e1be9025ee1b4.png
