What's the problem? Describe what went wrong.

Changes made to Dolphin's settings do not persist through closing the program. This includes settings in the config and graphics windows as well as the analytics popup and game directory.

What steps will reproduce the problem?

1. Open DolphinQt2.exe
2. Change any settings
3. Close Dolphin
4. Open DolphinQt2.exe

I don't think Dolphin Qt existed in 5.0

Windows 10 Pro 16299. Ryzen 7 1700x. 32GB ram. Radeon RX 580 8GB.
