No, it does not happen.
I can try to isolate a perdio of time when it changed by testing older versions if needed.

I managed to frame the issue to the dolphin releases between 6327 and 6382

But it's not fixed

Joined just to write this so I'm not sure I'm going about it the right way but it also happens on imac 5k 2015. As a temporary fix I use the qt2 version with graphics>general>use fullscreen enabled. It isn't perfect because once you exit fullscreen it is back to 1/4, and if you enter fullscreen again it stays at the 1/4th. If you stop the emulation and start a new one it works, but it doesn't if you reset without quitting.

Fixed in 5.0-6983 by PR6640
