What's the problem? Describe what went wrong.

SMG2: After the Wii warning screen, the game drops to 0-1FPS and CPU usage drops to nothing.
TS2: After the first cutscene, the game will drop to 0-1FPS and CPU usage becomes nothing. Example video I recorded here: https://www.youtube.com/watch?v=jJHRSvvbsSY&feature=youtu.be

What steps will reproduce the problem?

Start SMG2 and go past the warning screen into the menu.
TS2: Play the first story stage and wait until the cutscene is over.

Do you have any other programs running that could possibly interfere with Dolphin? As someone who has played both of these games in Dolphin very recently, I have a feeling that if something like this were happening on a variety of computers, we'd have a ton of complaints. Are you using any weird cheat codes? Have you tried single core?

Fixed it by recreating my Dolphin folder, close this please.
