Game Name?
All of them, to reproduce the issue I used Mario Kart Double Dash since the issue will show up quickly in some of the main menu.
What's the problem? Describe what went wrong.
Vulkan backend is faster on my AMD machine, but unfortunately using VSync in fullscreen causes terrible slowdowns. No issues in windowed mode.
What steps will reproduce the problem?
Start latest Dolphin (5.0-14997 at time of testing)
Activate VSync and use the Vulkan backend
Use 3x resolution so that the frame drop is easily noticeable
Launch Mario Kart Double Dash
In the menus or after a race (on the results screen), there are terrible slowdowns in fullscreen (around twice slower than 60fps expected)
Coming back to window mode will solve the issue
Returning to full screen causes the issue again (using borderless window didn't help, same issue)
Is the issue present in the latest development version? For future reference, please also write down the version number of the latest development version.

Haven't tested.
If the issue isn't present in the latest stable version, which is the first broken version? (You can find the first broken version by bisecting. Windows users can use the tool https://forums.dolphin-emu.org/Thread-green-notice-development-thread-unofficial-dolphin-bisection-tool-for-finding-broken-builds and anyone who is building Dolphin on their own can use git bisect.)
I do not know, I used DX11 backend on an Intel 6700T before and there was no such issue.
What are your PC specifications? (CPU, GPU, Operating System, more)
Lenovo Thinkcentre M75q-1 3400GE with Vega 11 graphics
Windows 10 Pro
32GB RAM
No tweaked settings, except for the 3x resolution (same issue with 2x or native)
Is there anything else that can help developers narrow down the issue? (e.g. logs, screenshots,
configuration files, savefiles, savestates)
Please feel free to let me know and I'll provide whatever can help. At the moment, I am not sure what would help you.

My screen resolution is 2560x1600 with a 60Hz refresh rate for info.
Refresh rate is the same as the gamecube output, but the desktop resolution shouldn't bother since the game internal one is set to 3x in Dolphin, it shouldn't move, just an upscale should happen, nothing else.
