Description
Hotkey to start an input recording should prompt you to select a dtm for the highlighted game. In Dolphin's Qt gui, it just does nothing.

With PR#10124 merged, this issue is now resolved. Only works when "Hotkeys Require Window Focus" is disabled, but that is a separate issue that is handled in another PR.
