Kill Renderer Regression: 25/30FPS titles appear as 50/60FPS in the FPS Display when "Skip Presenting Duplicate Frames" is disabled

Description
After Kill Renderer, the FPS display shows 30FPS titles as 60FPS and 60VPS. Similarly, 25FPS titles show up as 50FPS and 60VPS.

In the previous report, the poster was very confused as to what was going on. But in looking into it, we discovered that they encountered was just the FPS display appearing incorrectly, and traced it back to Kill Renderer.
To reproduce, just load up any 25 or 30fps title and look at the FPS display. Easy peasy.
