Frame dumping doesn't properly close output file when disabled

This is unlikely to be game-specific, but I ran into the issue with:

What's the problem? Describe what went wrong.

In certain situations, Dolphin will not properly close a frame dump .avi file when "Dump Frames" is un-ticked, so the user can't for instance delete or move the file. The file is only closed once emulation has stopped.

What steps will reproduce the problem?

  1. Run the game.
  2. Pause the emulation.
  3. Enable "Dump Frames".
  4. Unpause and record at least a few frames of footage.
  5. Pause the emulation.
  6. Disable "Dump Frames".
  7. The resulting .avi file cannot be moved or deleted. Stopping the emulation will fix it.
