the in-game brightness adjustment option doesn't seem to do anything.

What steps will reproduce the problem?

at the main blackboard menu, select the brightness option from the top left of the blackboard, and try to adjust the brightness with the Wiimote plus and minus buttons. Nothing happens

If the issue isn't present in the latest release, which is the first broken version? (You can find the first broken version by bisecting. at least since 2409, maybe before (but earlier version of dolphin doesn't show the white text for the "brightness" menu, but if you click where the menu is supposed to be it will load the menu)
