Sonic Mega Collection has major flickering issue during emulated gameplay and fade ins & outs

Description
What steps will reproduce the problem?
- Run any version of Sonic Mega Collection
- Make sure you're running SVN 242 build
- Wait until the screen fades or get into any game
What is the expected output? What do you see instead?
It flickers like crazy in any game due to constant motion. In the 3D menus
outside of the games, it works like it should. However, the flickering
picks up again as soon as the screen begins to fade. Of course, in actual
game play the flickering doesn't occur.
What version of the product are you using? On what operating system?
Dolphin SVN Revision 242. Windows XP Pro x64.
Please provide any additional information below.
Everything's still the same like my Sonic Adventure DX report in terms of
computer specs. And like my Sonic Adventure DX report, maybe it has
something to do with the pixel shaders? I'm happy to report however that
if these flickering problems cease to exist, you have a perfect working
game. All the games I've tried so far work 100%. :)
Forgot to mention, this problem exists for both video plugins. DirectX just makes
this weird blury text movement type problem while OpenGL doesn't. I guess that's a
whole problem on it's own. :P

Update: It seems that enabling XFB stops the flickering. The only problem is that
enabling XFB doesn't display anything correctly.
Thought it was interesting...
Another update, even R936/937 doesn't solve the video problems with this game. Odd.
Just reporting that this problem still occurs on R2046. :\

Seems Nolan's flicker fix commit fixed the problem with this game! It's a perfect
gem now, ;).

Marking as fixed .. even if Nolan's stuff has some other issues :/
Bah, I forgot to mention the revision number that Nolan issued a fix for the bug.
But this problem still remains on the DX9 plug in as far as I know. Not sure if it
was easy to fix or not, but if we find the revision number when Nolan fixed the
flashing screen maybe you can figure out what he did and how to move it over to the
DX9 plugin - if possible.

But I forgot to mention that XFB (Virtual) has to be enabled for the flickering to be gone. This is a typical issue for some games like Megaman 9/10.
This means that the flickering can be fixed in all video plugins, as long as you can enable XFB.
i had the same problem but then when i started it in small screen and it was perfect
