What steps will reproduce the problem?
1.Texture corrupted due to incorrect fog calculation appeared in the game
'Arc Rise Fantasia'
Please see the attached screenshot

What is the expected output? What do you see instead?
This texture corrupt in D3D happened only after revision 4263 that is the
viewport fix introduced

What version of the product are you using? On what operating system?
Dolphin rev 4314
OS: Windows XP 64 bit

Looks like a Z buffer clearing issue to me, rather than a fog issue.
